If a person registers a heavy highway motor vehicle in their name and if the vehicle has a gross weight of over 55,000 pounds, they have to file Form 2290. People who have to pay the 2290 truck tax are owners of vans, panel trucks, and pickup trucks and need not file Form 2290 as these are smaller trucks. Vehicles used for 5000 miles, or less should file Form 2290, but need not pay the tax.

Taxpayers should file Form 2290 and Schedule 1 for the tax year between July 1st, 2022, and June 2023. After registering a taxable highway motor vehicle under the name, and based on the FUM of the vehicle, truckers have to file Form 2290.
An individual, limited liability company, partnership, corporation, and all other types of organization should file Form 2290. The main conditions are that the truck should weigh 55,000 pounds or more. The vehicle should have run more than 5000 miles (7500 miles for agricultural vehicles). If the taxable vehicle is in the name of the owner, and another person, the owner is liable for tax.
Also, if the vehicle operates with the dealer’s tag, permit, or license, the dealer is liable for paying taxes. Logging vehicles (vehicles meant for transporting harvest products from forest sites) have minimal tax rates.
Form 2290 – taxable vehicles:
The highway motor vehicles with a taxable gross weight of 55,000 pounds are taxable. Some examples of these vehicles that carry loads over public highways are buses, trucks, and truck tractors. If a vehicle comprises a chassis and a body, it is taxable under HVUT.
Generally, pickup trucks, vans, panel trucks, and similar vehicles are not subject to this tax, as their taxable gross weight is less than 55,000 pounds.
Tax-exempt vehicles:
Vehicles that are exempt from tax are used and operated by,
- The state and the local government
- The Federal Government
- In the duty of the District of Columbia
- The American National Red Cross
- The not-for-profit volunteer fire department
- Vehicles of ambulance association, rescue squad.
- Mass transportation authority created for use by the state
Some vehicles that are exempt by filing the 2290 returns are,
- Blood collector vehicles that are used by blood-collecting organizations
- Mobile machinery for non-transportation functions.
